Papagayo Design Center's story is inseparable from the story of Guanacaste's development as a world-class tourism and residential destination — from the first luxury resorts on the Península de Papagayo to the master-planned communities reshaping the coastline today.

Foundations — Engineering & International Standards
Jose Rodolfo Ortiz founding expertise begins with CFIA License IC-3150 — civil engineering rooted in structural design (Universidad de Costa Rica). A Master of Science in Civil Engineering from Purdue University (Indiana, USA) adds Project Management and Engineering — the competitive edge that still drives every PDC project today.

PDC Founded — Major Master Plans Delivered
Papagayo Design Center S.A. is founded in 2006. Over the following years the firm delivers its most ambitious master plans: the team delivers CocoBay Estates (159 units, 5 sub-developments) and Ría Lora coastal master plan — then El Diamante (2011) — 309 hectares, 231 parcels, 3 hotel sites, 10.7 km roads. La Punta de Papagayo (2013) — ~102-key hotel, 87 condos, 24 estate lots, 100% construction drawings. Cantomar (2014) — beachfront condominium, The Autograph Collection 124 Suites, Flamingo Beach. La Montaña (2014) — 131 lots across 65.5 hectares — establishing PDC as the Pacific Coast's go-to master planning firm.

Residential Division & Peak Growth
PDC launches full-cycle residential project management across Carrillo, Sámara, Marbella, Ostional, Santa Teresa, Nosara, and the Pacific Coast (2020). Adds interior design through Olivia Interior Designs Ltda. (2021) — 15 luxury interiors delivered. By 2022–23 the residential division hits peak output: 35 projects and 16,000+ m² in two years. Simultaneously delivers Río Mar Condominium in Nosara — 13 lots, 9,060 m² community park. Total residential portfolio reaches 300+ projects and 510,000+ m² of built area.

Our CEO, Jose Rodolfo Ortiz, M.S.C.E., PE IC-3150, is a civil engineer graduated from the University of Costa Rica, with a major in Structural Design; and obtained a Master's degree in Construction Engineering & Management at Purdue University, Indiana, USA. He is a professional engineer register at the Board of Engineers and Architects of Costa Rica, with License Registration # IC-3150, since 1982.

After graduation, he worked in structural design and construction management in New Orleans, Louisiana, then he returned to his home country, Costa Rica, and performed executive positions as project manager director and general company management (CEO) in well known companies in San Jose.

In 2001, he moved to Guanacaste, and became the Director of the Construction Management team for Constructora EDIFICAR S. A., in charge of the construction of the Hotel Four Seasons Resort, in Peninsula de Papagayo.

After completion of the Four Seasons Hotel, he moved to work with Construction Management Services S. A., a project management organization branch of Ecodesarrollo Papagayo, in charge of all development projects in Peninsula de Papagayo, as Director of Cost Estimating & Cost Control, executing the project management of the following iconic developments in Peninsula de Papagayo:

Our history…

In 2006 Mr. Ortiz started his own project management firm, LCP International S. A., located in Playas del Coco, Guanacaste, and lead the design and construction team for the following projects, among others:

Coco Bay Estates Residential Lots, at Playas del Coco, a residential urban development with 113 lots, and 65 hectares, which included roads and all utilities infrastructure.
Segovia Heights Residential Condominiums Towers, at Coco Bay Estates, in Playas del Coco, with 8 condominium towers, and 53 residential units.
Ria Lora Residential and Touristic Condominium Master Plan & Urban Development Design, at Playa Puerto Viejo, a residential and hotel development, with 43 hectares.

In the middle of the 2010, Mr. Ortiz created a branch company to expand the services provided, specialized in land planning, master planning, and urban development infrastructure design: Papagayo Design Center S. A., also located in Playas del Coco, Guanacaste, firm that developed among other projects, the following designs and construction drawings for resort residential and touristic projects in Guanacaste:

La Punta de Papagayo residential and touristic Condominium development, located at the Polo Turístico de Papagayo, near Playa Panama, performing the design of the Master Plan and urban development infrastructure design and construction drawings, that included a 102 room hotel, 87 residential condominium units, and 24 estate lots.
El Diamante Touristic & Residential Condominium, located in Playa Matapalo, developing 3 different master plans, one of which is a mix of an eco-adventure park and animal sanctuary, with residential lots, and 3 hotel parcels, a property with 281 hectares.
La Montana Residential Condominiums, located in Playas del Coco, a 170 residential lots development, a property with 130 hectares, developing the master plan and urban infrastructure design and construction drawings (roads and utilities).
Hotel by the Liberia International Airport, master plan and schematic design of an 80 extended stay suite's hotel, rent a car, two franchise restaurants, and commercial space, near the Liberia International Airport.
Hotel Residence Inn by Marriott at Playa Flamingo, Project management for the design and construction drawing development team for the Hotel Residence Inn by Marriott at Playa Flamingo, then transformed into an Autograph Collection hotel by Marriott International Hotels, located in Playa Flamingo, with 122 extended stay suites, and 16 residential lots. Includes the building permit approvals and the construction company contracting, and all required approvals and design reviews by Marriott International, LATAM offices, and LEED Silver Certification.
Mar Serena Residential and Touristic Condominium, located at Playa Zapotillal and Nombre de Jesus, in Cabo Velas, Santa Cruz, elaborating a site analysis report, and creating a land development plan and master plan for a 272 hectares property, which includes the master plan of 4 beach hotel resorts, a Residents Sport Club, two Residents Beach Clubs, and an Equestrian Club, several restaurants and bars, 310 residential condominium units, and 250 single family lots.

As General Director of PrendasLoria Architecture and Engineering (2020–2026), José Pablo led one of the Pacific Coast's most active architecture and engineering practices — directing 120+ projects totaling 51,000+ m² of built area across luxury residences, condominium developments, boutique hospitality projects, and master plan coordination in Nosara, Guiones, Ostional, Samara, Tamarindo, Santa Teresa, and surrounding coastal communities. He managed the complete project cycle for each engagement: architecture and engineering drawings, building permit processing and institutional approvals, construction bidding and contract negotiation, on-site inspections, project delivery, and closeout.

Alongside his engineering work, José Pablo led Olivia Interior Designs Ltda. as CEO and partner — a residential interior design firm operating across Guanacaste and San José. He directed the company's general operations, client acquisition, and FF&E procurement, ensuring 15 high-end residential projects were delivered on schedule and to client satisfaction.

At Papagayo Design Center, José Pablo leads the residential division — covering Architecture & Engineering, Project Management, Construction Drawings & Building Permits, Construction Management & Delivery, and Construction Bidding & Contracting. He also directs the US-standard home inspection service and the curated architectural partner network, ensuring every client has the right design team and the right oversight throughout their project.

He brings American inspection standards and professional digital reporting methodology to the Guanacaste real estate market, serving buyers, sellers, investors, and real estate agents across the Pacific Coast.

Using professional inspection software, Julian delivers comprehensive, photo-documented digital reports in US format — the same standard expected in any North American real estate transaction — within 48 hours of the inspection.

Beyond home inspections, Julian is expanding his scope within PDC — collaborating across Project Management, Construction Technical Inspections, Construction Bidding & Contracting, and Construction Management & Delivery.
