This page documents the personal, pre-PDC career history of our founder, José Rodolfo Ortiz — director of construction management for the Four Seasons Resort, then director of cost estimating & cost control across seven developments at Península de Papagayo.
This page reflects the personal career history of our founder, José Rodolfo Ortiz, more than a decade before Papagayo Design Center existed. It is presented here because it is a meaningful part of his professional background — not as a claim of PDC involvement.
In 2001, Mr. Ortiz moved to Guanacaste and became Director of the Construction Management team for Constructora EDIFICAR S.A., overseeing construction of the Hotel Four Seasons Resort at Península de Papagayo. After the hotel's completion, he joined Construction Management Services S.A., the project management branch of Ecodesarrollo Papagayo, as Director of Cost Estimating & Cost Control — a role spanning project management and cost control across seven developments at Península de Papagayo, detailed below.

As Director of Cost Estimating & Cost Control, Mr. Ortiz's role spanned project management and cost control across the following developments.
Papagayo Design Center was founded in 2010, after this chapter of José Rodolfo Ortiz's career had already closed. PDC did not design, engineer, or manage any of the developments described above — they were delivered under Constructora EDIFICAR S.A. and Construction Management Services S.A. (a branch of Ecodesarrollo Papagayo). We share this history because it shaped the experience Mr. Ortiz later brought to founding PDC in 2010.
